Le président français Emmanuel Macron a été investi samedi lors d’une cérémonie sobre mais chargée de symboles au palais de l’Elysée, lors de laquelle il a insisté sur la nécessité d’ »agir », à quelques jours du début de son second mandat.
L’investiture du quatrième président réélu sous la Ve République, après De Gaulle, Mitterrand et Chirac, s’inscrit dans la lignée de celle de ses devanciers, sans sortie de l’Elysée. L’événement se résume donc pour l’essentiel à une cérémonie télévisée, retransmise en direct sur toutes les grandes chaînes.

A 11H00 (09H00 GMT) Emmanuel Macron a fait son entrée dans la salle des fêtes, la plus vaste et prestigieuse du palais, au son du premier mouvement du Concerto pour hautbois de Haendel.
Le président du Conseil constitutionnel Laurent Fabius a proclamé sa victoire au second tour le 24 avril face à la candidate d’extrême droite Marine Le Pen, avec 58,55% des suffrages. Puis M. Macron s’est fait présenter le collier de grand maître de la Légion d’honneur.
« La conscience de la gravité des temps m’habite », a-t-il affirmé au début de son discours, en référence notamment à la guerre en Ukraine, devant les quelque 450 personnalités invitées, martelant la nécessité d' »agir sans relâche ».
Dans l’assistance figuraient ses prédécesseurs Nicolas Sarkozy et François Hollande, sa famille, dont son épouse Brigitte, ses amis, les membres du gouvernement, son Premier ministre Jean Castex en tête, ainsi que les principaux responsables des deux chambres du Parlement, des corps constitués et intermédiaires, des académies, des syndicats, des cultes…
Le chef de l’Etat a promis de présider avec « une nouvelle méthode » en « planifiant, en réformant, en associant » les Français, faisant à la jeunesse « le serment de léguer une planète plus vivable et une France plus vivante, plus forte ».
Il a salué les invités, dont des soignants, des élus locaux, des responsables associatifs, des sportifs, incarnant les priorités affichées du nouveau quinquennat.
Dimanche, Emmanuel Macron participera aux cérémonies de l’anniversaire de la victoire des Alliés sur l’Allemagne nazie le 8 mai 1945.
Il est attendu lundi, Journée de l’Europe, à Strasbourg pour prononcer un discours au Parlement européen, avant de se rendre à Berlin pour rencontrer le chancelier allemand Olaf Scholz, son premier déplacement à l’étranger depuis sa réélection.
Cette cérémonie « est un prolongement d’un rituel quasi monarchique, au fond c’est une sorte de sacre du monarque républicain », explique à l’AFP l’historien Jean Garrigues.
Conformément à une tradition remontant à l’Ancien régime, 21 coups de canon seront tirés depuis l’esplanade des Invalides.
Le nouveau quinquennat ne débutera néanmoins officiellement que le 14 mai. La nomination du nouveau Premier ministre ne devrait intervenir qu’après, alors que les élections législatives se profilent un mois plus tard.
Les apparentes difficultés de M. Macron à trouver la personnalité idéale pour diriger le gouvernement alimentent les supputations.
L’ex-directrice de cabinet du Premier ministre socialiste Manuel Valls, Véronique Bédague, actuellement directrice générale du groupe immobilier Nexity, aurait décliné l’offre, de même que la députée socialiste Valérie Rabault qui a indiqué avoir été approchée et avoir refusé pour ne pas avoir à porter le projet de retraite à 65 ans.
L’Elysée assure de son côté que « le président n’a proposé le poste de Premier ministre à personne ». Jean Garrigues voit une série de difficultés principales pour M. Macron dans cette optique. Il cite ainsi le « paysage politique fracturé », auquel il est confronté, sans « véritable culture de parti » au sein de sa formation, qui vient de se rebaptiser Renaissance, « la nature même de son positionnement politique, à la fois à droite et à gauche ».
Mais l’historien, qui prépare un livre sur les relations entre présidents de la République et Premiers ministres, souligne également le « caractère répulsif » de cette fonction depuis une dizaine d’années, en particulier pour des personnalités susceptibles d’incarner un renouvellement politique.
« Vous ne pouvez pas créer en même temps un nouveau parti qui s’appelle Renaissance et prendre des chevaux de retour à la tête du gouvernement », conclut-il.
